Utar's Roar.

Utar's Roar is a crafted legendary axe that can only be created in Reaper of Souls. After patch 2.0.6 this item no longer requires Frozen Blood or any other legendary material to craft.

To create this item, find the Plan: Utar's Roar, which can be randomly dropped randomly by any level 70 target, and teach the plan to the Blacksmith. Once learned by the smith, any character on your account can make as many of these as you can afford to create.

Utar's Roar properties

This axe has no legendary affix but a very powerful bonus to boost damage to cold skills, and with that and a good roll it can be as good as any end game item for a character specializing in cold skills.

Crafting

Once a player finds the randomly-dropped plan and teaches it to the Blacksmith, the item can be created by any character on that account. This item always has a lvl 70 requirement, no matter what level character crafts it. The Smart Loot system means that this item will usually roll with a mainstat and/or +skill damage bonus appropriate to the class of the character that creates it.

Patch 2.0.6 controversially[1] removed Legendary Materials, which changed the crafting costs for every level 70 RoS recipe. Prior to that patch Utar's Roar required 1 Frozen Blood and 0 Deaths Breath.

Legendary Material

Legendary Materials were controversially[2] removed in Patch 2.0.6. The following is archived for posterity.

The required legendary material, Frozen Blood drops only from Chiltara, a Unique Lacuni huntress located in the Caverns of Frost in Act Three. This material was extremely difficult to find in the months after [{Reaper of Souls]] release due to a bug making Chiltara spawn very rarely. This also made it almost impossible to create a Staff of Herding to access the Whimsyshire secret level since Chiltara is the only drop source for the Gibbering Gemstone.
