Stagger
Stagger is a rune effect in Seismic Slam, a Fury-spending Barbarian skill.
This rune effect adds a 70% chance of stunning enemies for 1.5 seconds. This makes for a fairly effective crowd control skill effect, given the large area of effect for Seismic Slam. The high Fury cost keeps it from being spammable, though.
