Numb
Numb is a rune effect in Ray of Frost, an Offensive Wizard skill.
This rune effect upgrades the beam with additional slowing, reducing the target speed from 30% at the base skill to 60% with this rune.
The damage and casting cost are unchanged, though the beam looks a bit wider and colder.
