Nigel Cutthroat, Thieves Guild Assassin is a Brigand. He forms part of The Broken Blade quest and can be found at The Old Mill.

He is accompanied by other Brigand. He attacks with a one hand sword and he's easy enough to kil, he's just a little slippery, running around the area quite a bit.
